By Tara Ravens
DARWIN, Feb 4 AAP - Two senior ministers in the Northern Territory have been stripped

Labor won government.

and Chris Burns has been dumped from health.
NT Chief Minister Paul Henderson denied the pair had been demoted as he announced the
changes at a press conference in Darwin.
"It was time to refresh cabinet," he said.

VIC:Ambulance inquiry after coin injury
MELBOURNE, Dec 6 AAP - The Victorian government has blamed a failure or error by the
ambulance call centre after a Melbourne mother was told to drive her four-year-old daughter
to hospital after the little girl had swallowed a coin.
Marisa Barberi said ambulance call-centre operators told her she could either drive
her daughter to hospital herself or wait an hour for an ambulance.
Ms Barberi's daughter, who has Down syndrome, swallowed a $1 coin last Tuesday afternoon.
About 15 minutes after being told by the call centre that an ambulance was on its way,
Ms Barberi said an operator called her back and said she should drive her daughter to
hospital herself.
"They just said to me you either take her in yourself, or you have to wait an hour
for an ambulance," Ms Barberi told Fairfax Radio Network.
Health Minister David Davis said Ms Barberi's daughter, who had the coin removed in
hospital, did not receive the treatment she required.
"What seems to be the cause for that and what the information that's been supplied
to me suggests is that this is a failure at the call centre or an error, a serious error
at the call centre," Mr Davis told reporters on Monday.
"I've requested an investigation into the matter and that report will come back quite
quickly as I understand it."
Ambulance Victoria spokesman James Howe said the call-centre tape had been reviewed
and a report would be given to Mr Davis promptly.
Mr Howe said call-centre operators had established that the girl had swallowed the
coin but that it was not blocking her airway and said there was no clinical reason for
the mother not to drive the child to hospital.
"In our (call centre) conversation with the mother we have confirmed a number of times
the child is not having problems breathing," Mr Howe told AAP.
"We will prepare a full brief for the minister's office."

Vic: Virgin clearing backlog of stranded passengers
MELBOURNE, Dec 16 AAP - Virgin Blue has cleared around 80 per cent of the 6,000 passengers
stranded in Melbourne overnight after a damaged telecommunications cable crippled the
airline's computers.
The airline also put on an extra plane to take passengers to Hobart after every seat
on other airlines flying to Tasmanian was filled.
Virgin spokeswoman Amanda Bolger said the recovery, after 48 flights had been cancelled
on Wednesday, was quicker than expected.
A further six flights were cancelled on Wednesday when pilots and crews were stranded overnight.
"It's been a better-than-expected recovery in terms of disruptions we had anticipated,"
Ms Bolger said.
"We called in all available crews to help out - we're doing our best."
A damaged Telstra cable under Melbourne airport brought down the airline's telecommunications
service provider, crippling its passenger check-in process from lunchtime on Tuesday and
forcing the cancellation of 48 flights.
Ms Bolger says the airline found hotel accommodation for several hundred passengers
and handed out thousands of food vouchers.
She did not want to say if Virgin would be seeking compensation from Telstra, saying
the main focus was to get the remaining passengers to their destinations around Australia.
"Most people understand it was a Telstra cable issue - we are as frustrated as what
our guests were," Ms Bolger said.

Her mother .. TANIA MOORBY remains in a stable condition in Perth Hospital.
24 year-old BENJAMIN ALAN BUTLER has been charged with dangerous driving causing death
and drunk driving.
But Attorney-Genearl JIM McGINTY has today revealed he won't be subject to proposed
new laws which dramatically increase the penalties for dangerous driving causing death.
Shadow police and justice minister ROB JOHNSON says because the government has been
slow to move on the new legislation the driver if found guilty will be eligible for parole
after 14 months.
He says this is because the current maximum penalty of four years carries an automatic

What Australian newspapers say on Friday, August 25, 2006
AAP General News (Australia)

What Australian newspapers say on Friday, August 25, 2006
SYDNEY, Aug 25 AAP - For those who love peace, appeasement can be an appealing concept:
give the bad guys what they want, and they'll leave you alone, The Australian says today
in an editorial.
In a comment on the issue of whether Australia's support for Israel is a liability,
it says the only trouble is, as history repeatedly demonstrates, whatever peace it purchases
is impermanent at best.
Such was the case when Europe offered up Czechoslovakia to Nazi Germany in 1938, hoping
to quell Hitler's ambitions.
It didn't work then and it won't work now, the paper says.
France's paltry contribution to a United Nations interim force in Lebanon of an additional
200 troops is disappointing, The Australian Financial Review says.
It was France, the traditional guardian of Lebanon's interests internationally, which
undertook to lead a UN stabilisation force to stop war breaking out again between Israel
and Hizbollah.
Now it seems the French have got cold feet, it says.
France's reservations about an imprecise UN mandate for such a force are understandable
but it has itself partly to blame. French diplomacy was instrumental in building a consensus
for Security Council Resolution 1701 which brought about a ceasefire on August 14.
Given the prospect of larger Budget surpluses ahead, boosting the Australian Army to
30,000, the size it was when conscription ended in 1972, is relatively easy, The Courier-Mail
says.
Less easy the tasks of recruiting additional soldiers and retaining serving members.
This year's Budget provided additional funds for both recruiting and retention; these
have yet to be spent and therefore have had no effect.
Several factors are at work here, the paper says. One is simple demographics.
When the post-World War II army peaked at nine infantry battalions - there are now
six, including one specialist commando battalion - it had the baby boomer generation and
conscription on which to call.
The 18-25 demographic cohort is now smaller than it has been since the days of conscription.
Despite calls for conscription to be reintroduced, most recently from former defence chief
Rear-Admiral Chris Barrie, the government has ruled it out. Not only is the demographic
smaller, it is also more culturally diverse.
The army simply does not reflect Australia's cultural diversity. Australians of Middle
Eastern and Asian extraction, despite several generals - exceptions that tend to prove
the rule - are under-represented in the army.
So, too, are young Australians from the big cities of Sydney and Melbourne.
Those who doubt the risk of home-grown terrorists should think again following the
conviction of Faheem Khalid Lodhi, says The Herald Sun.
A jury found the Pakistani-born architect planned to blow up Australia's electricity
grid and launch violent jihad, today's editorial reads.
When Lodhi was jailed for 20 years the sentencing judge said he had "no meaningful
insight" into what had transformed him from a respectable community member into a terrorist.
Lodhi came from a country with few freedoms and a poor human rights record to one where
he could freely practise his religion, where his rights were legally protected, and where
he could build a secure and peaceful future for his family, the paper says.
Sometimes the world is shaped by forces so big we hardly notice them, The Sydney Morning
Herald says.
BHP Billiton's mammoth $13.7 billion annual profit is a reminder of the extraordinary
good fortune Australia is now experiencing, and some of the main reasons behind it. We
should celebrate this, while reflecting that nothing lasts forever.
Good news for BHP Billiton is good news for Australia, the paper says. The company
is paying $3.4 billion in company tax and royalties to the government for the 2005-2006
financial year, and $2.9 billion in dividends, mostly to Australians.
When the story first came to light of errant former judge Marcus Einfeld's convoluted
attempts to have a speeding charge against him dismissed in court, the details made for
troubling reading, The Daily Telegraph says.
It was too much to believe that such a man - a "National Living Treasure" no less -
could risk his reputation, even his very liberty, for so trifling a matter. Surely, like
Superman, he would free himself in a single bound. Surely the truth would emerge and he
would be vindicated.
But it is no longer possible to suppress the sickening sense that things are otherwise,
the paper says.
The Victorian government's fast rail project has cost $750 million and its time-saving
benefits for passengers are negligeable, says The Age.
The fast rail project was a pre-election promise by the then Labor opposition in 1999
that it would reduce travel times along four rail corridors, it says.
The initial cost is nowhere near the final total, but this project's overrun is staggering.
The newspaper also says it would have been better to label it the "more services project"
rather than fast rail, because that is one benefit it had delivered.

Queensland's truck drivers union has called on the state government to hold an inquiry

Queensland Transport Workers Union's HUGHIE WILLIAMS says there are too many incidents
of drivers being forced to work for 24 hours without a break.
Mr WILLIAMS says the core problem is that many drivers are paid on a per kilometre

He says the problem is happening across the country and in all companies.

Travel agent commissions heading for 0%.
MEXICO CITY, Feb 20, 2003 (El Universal/Corporate Mexico by Internet Securities, Inc. via COMTEX) -- The worldwide tendency for travel agents to receive less in airline commissions than before is becoming globalized, and 0% seems to be the only landing pad in sight, according to an industry consultant. Grant Caplan, a partner at Houston-based Consulting Strategies, said that today travel agents in the United States do not receive commission for ticket sales and that this trend will likely manifest itself in Mexico soon.Zero percent is also the airline commission in Europe, Australia and parts of Asia. "Mexico is going in that direction, toward 0%, it is the tendency," said Caplan. The reason, he said, is that ticket distribution costs are very high. Thus, airlines have come to see tickets as a commodity-a raw material in the global economy.Airlines enacted these new standards as a defense mechanism against economic crisis and because of increased sales from the Internet. Today, he said, it is known that buying tickets on the internet is the cheapest way because the consumer has the most options and is not necessarily influenced by an agent who may offer only prices that carry high agent commissions. While it is true that direct sales have made serious gains in the market, the move to make travel agents irrelevant may be premature. Today, about 80% of the world's air tickets are sold through agencies. Of the US$120 billion air ticket market, only between 12.5% and 16.7% of that amount is spent online."The airline companies cannot change immediately," Caplan said. "The travel agencies play a vital role in their economy."

eFusion's Push to Talk Service Connects Radio Station Web Sites With Their Online Audiences Via Voice.
eFusion Revolutionizes Internet Radio by Enabling Listeners to Call On-air
Hosts Directly from the Station's Web site - All While Staying Connected to
the Internet
BEAVERTON, Ore., Sept. 26 /PRNewswire/ --
eFusion Inc., provider of online voice communication services, announced today that News Talk 89 WLS Chicago has joined News Talk 750 KXL Portland in adopting eFusion's Push to Talk (PtT)(TM) service, enabling the talk radio station's Web-based audience to contact the station through a phone call initiated from their Web site, www.wlsam.com.
Using the Push to Talk button on the WLS Web site, listeners can now interact with talk show hosts or leave comments for station management without having to disconnect from the Internet. This new channel of communication will improve audience loyalty and increase the geographic reach of WLS in a way that was once impossible.
"As more and more radio stations are establishing an online presence, they're facing new challenges. People can enjoy our content online, but they haven't been able to participate easily in real-time as they are accustomed to with stations in their local area," says Mike Elder, WLS Station Manager. "Push to Talk lets listeners from anywhere communicate with us -- bringing the audience and the hosts together. It also enhances communication between our sales reps and our advertising customers."
To use Push to Talk, callers simply push a button on the WLS Web site, where they're given the option to make a call over the Internet using VoIP or have the call connected over traditional phone lines. The same technology also adds another channel of communication between WLS' advertising customers and their sales representatives. Push to Talk buttons can be embedded in e- mails, presented as easy-to-use links on corporate contact directories, and even offered as immediate contact options in banner ads, giving consumers and advertisers better access to a station's sales team.
"eFusion's Push to Talk can be used anywhere that supports Web links, and whenever it makes sense to establish one-to-one voice communication between terrestrial and Web-based audiences," says Luis Machuca, eFusion's president. "Traditionally, radio has been an extremely regional business; but now that stations are embracing the borderless Internet, they need a way to connect to their entire audience. Push to Talk is the perfect solution."

NEW(S) MEDIA Forget the buzz words, watch for the real paradigm shift -- it takes time
There are two problems with buzz words.
The first is obvious: that oh-so-lovely, nails-on-the-blackboard way they fall on your tortured ears. No jury would convict you if you used a PowerPoint manual to beat to death the next speaker to abuse the term "paradigm shift."
The second is less obvious. Through a combination of misunderstanding and misuse, the original buzz word tends to lose its original meaning, or, worse, it comes to mean the exact opposite of what it meant initially. Take the term "hacker," for example. It was coined at MIT as an accolade for a particularly clever engineering solution. A classic hack, for example, was a prank that involved disassembling a car and reassembling it on an MIT roof -- overnight.
Somewhere in the early days of the Internet, however, hacking morphed from meaning clever engineering to clever computer engineering to breaking into computer systems, often through a technique called "social engineering." Social engineering utilizes such high-level engineering techniques as conning people out of their passwords.
So hacker has gone from a label for the most clever engineering minds at arguably the finest engineering school in the country to a moniker for adolescents with the engineering ability of a potato.
This has been the sorry fate of the term "paradigm shift."
Now, this is a term of which we've all become heartily sick. How many times have we heard some new product described as a "paradigm shift," an event so revolutionary that it sweeps away all that has gone before?
There are two points here. First, obviously, don't believe the hype.
Second, that's not a paradigm shift.
Science historian Thomas Kuhn, who coined the phrase, described a paradigm shift as the accumulating evidence of a new school of thought slowly crushing the old school of thought.
That's what's happening with new media.
Nothing is more ridiculous than the constant refrain that new media won't replace print because they haven't already -- that new media have, to put it bluntly, failed. Yet newspapers are already basing business decisions on this perceived failure, cutting back and even closing new media efforts altogether. This is the business equivalent of getting out of television in 1935 because no one owned TV sets.
Paradigm shift: the accumulating evidence of a new school of thought crushing an old school of thought.
There was an interesting graphic in the 80th anniversary issue of Forbes magazine that showed the relative speed of acceptance of a range of technologies that are now ubiquitous, such as the VCR and the microwave oven. Some took close to a century to achieve wide acceptance.
There are a couple of points to be gleaned from this. Most obviously, you'll regret bailing out now. Less obviously, judging what will be by what exists now is a little like trying to envision Jurassic Park or Forrest Gump based on watching a couple of early silent movies.
The 20th century has seen the slow movement to electronic communication: the telegraph, the telephone, radio, television, satellite communications, computers, the Internet. ...
The 21st century will see the maturing of these technologies. The equation for journalists is very simple: Either we master this technology, or it will master us. It's already too true. Newspapers have died in vast numbers this century. Network news viewership has plunged.
The old realities are gone. No longer can we win simply because "we have a Goss Metroliner (or a broadcast tower) and you don't." Now people are publishing and broadcasting with little more that a couple of thousand dollars' worth of computer gear.
True, much of it sucks -- you haven't seen ugly until you've seen live 'Net video -- but they'll get better.
Think of it this way: At the beginning of this century it was de rigueur to take a mechanic with you every time you took your car out of the garage. Autos then were about as old as computers are now.
This column will focus on that transition.
Your humble correspondent is the director of the Media Center at the American Press Institute in Reston, Va. The Media Center is a New Thing at API. The Center was founded this spring with a $729,000 grant from the Robert R. McCormick Tribune Foundation.
MIT's Media Lab dreams great dreams of technology to come -- wearable computers, for example. API's Media Center plans to dream great dreams, but we're taking as our charge dreams that can come true fairly quickly -- say, in the next five years.
That's much of what we'll discuss here; next month we'll look at the possibility of using avatars as a user interface for news.

Increased Mobile Usage and Engagement by Consumers Changing the Game for Banks.
With rising levels of smartphone ownership, and a corresponding increase in consumer usage and engagement, mobile adoption has changed how banks are evaluated by consumers and mobile capabilities are now becoming a critical factor in consumers' selection of their primary bank.
These observations are based upon results of the latest release of the Mobile Financial Services Tracking Study conducted semi-annually by Mercatus LLC, a financial services strategy consulting and research firm. The study surveyed more than 3,000 consumers in May 2011, and focuses on consumers' mobile behavior and the impact mobile devices are having on the banking and payments industries.
"The increase in smartphone ownership is having a profound effect," commented Teresa Epperson, partner at Mercatus. "Our survey reveals that smartphone ownership has risen dramatically among key consumer groups, such as 26-34 year-olds, where smartphones are almost 50% of the mobile phones owned, up from just under one-third only a year ago."
Results of the Mercatus survey also demonstrate the increased levels of engagement smartphone owners have with their phones. In addition to significant texting, emails and Internet access on a daily basis, one-third access social networking sites and almost 10% download videos or movies daily. Usage for telephone calls is actually in decline.
"This kind of intense engagement will continue to increase, as smartphone functionality continues to expand and the device becomes the primary channel for general 'lifestyle management,'" said Epperson. "As a result, mobile is becoming a dominant factor in consumer decision making --- particularly in retail shopping and financial services."
"With mobile emerging as a critical bank selection criteria, mobile capabilities become extremely important to a bank's new customer acquisition and growth strategies," commented Epperson. "This year, 35% of consumers told us that mobile was an 'extremely important or important' consideration in their selection of a new primary bank, up from 20% one year ago."
The influence of mobile capabilities on consumers staying with their banks was also revealed. According to the Mercatus survey, less than 5% of those who used mobile banking and mobile payments services in the past year switched banks, on par with those who used automatic withdrawals for mortgage or rent payments, and online bill payment services. Interestingly, customer retention related to mobile was greater than that of online banking and direct deposit of paychecks, services that have generally served to retain banks' customers.
"Our survey results indicate that mobile is a major game changer for banks," said Epperson. "Banks must resist the temptation to view mobile as an optional investment or even an 'alternative' delivery channel. For the majority of consumers, mobile will far surpass 'traditional' channels in terms of usage and engagement."

Restorative Therapies, Inc., Today Announced a Rehabilitation Breakthrough, the RT600 Functional Electrical Stimulation FES Stepper.
Restorative Therapies, Inc., advances its new era in physical therapy systems for neurological injury and paralysis with FDA clearance of the world's first Functional Electrical Stimulation (FES) rehabilitation therapy system for stepping and standing (see also Therapeutics).
FES is a physical therapy rehabilitation modality used to evoke physical activity and exercise not otherwise possible for individuals with a neurological impairment such as a spinal cord injury, stroke, multiple sclerosis or cerebral palsy. The new RT600 system delivers electrical currents to stimulate nerves which activate core and leg muscles including the quadriceps, hamstrings, gluteals, gastroc, anterior tibialis, abdominals and erector spinae to evoke stepping and standing activity. This rehabilitation enables a patient's paralyzed or weak legs to move through patterned physical activity utilizing their own muscles while safely positioned in a partial body weight supporting harness.
"The RT600 is the first physical therapy system to bring the established benefits of FES to weight supported stepping for people with neurological impairments," said Prof. David Ditor of Brock University, in Ontario, Canada.
"It is the first truly practical rehabilitation system of this kind that I have seen. In addition to combining several valuable neuro-rehabilitation interventions, functional electrical stimulation, locomotor gait training and neuromuscular re-education, the RT600 is small and easy enough to use that I can one day envision it in the patient's home," said Cristina Sadowsky of the Kennedy Krieger Institute in Baltimore, Maryland.
"In the context of rehabilitation influencing neural plasticity as a means for neural restoration, training in the home setting is an essential component of progress and I see the RT600 as a great tool in achieving this," concludes Sadowsky.
"The RT600 system utilizes all of the popular RT300 FES cycle's great features including personalized muscle selection, dynamic motor support, secure Internet connectivity and physical therapy clinic ease of use," says Andrew Barriskill, CEO of Restorative Therapies. "We are excited to be introducing this world first therapy to a large group of patients who currently have limited physical activity options."
RT600 FES for Stepping is the latest result of Restorative Therapies commitment to ongoing development of FES powered physical therapy systems designed to help people with neurological impairments maximize their recovery potential.
The RT600 is now also available in Europe, Canada and Australia.

The Big Idea: The Facebook Bubble.(NewsBeast)(Brief article)
Byline: Dan Lyons
Facebook sometimes seems invincible. The company has 600 million members and raked in $4 billion in revenue last year. But the social-networking juggernaut may be more vulnerable than it appears at first glance.
Think of it this way: Facebook has two assets, data and members. Data, by itself, is worthless. Facebook is betting it can create software algorithms to extract value from that data--essentially to perform a kind of techno-alchemy and turn zillions of meaningless bits into billions of dollars. Nobody knows if the company can really pull this off, but a lot of powerful investors, including Goldman Sachs, Russian VC firm Digital Sky Technologies, and most of the big-name venture capitalists in Silicon Valley, have bid the company's private valuation up as high as $100 billion. They did this based on a belief that in a few years' time, Facebook will be generating enough profit to merit that kind of valuation.
The biggest threat Facebook faces is that Google has decided that instead of paying for the right to access Facebook's "social graph" data, Google will instead just take it. Facebook's covert smear campaign of Google, uncovered by NEWSWEEK, suggests just how worried they are. Facebook says Google is taking its data without permission. Google argues that the data is out there on the open Internet, and so Google is free to take it. Unless Facebook can protect its data, there's a real risk that a lot of very powerful and important investors are going to end up disappointed.
As for the members, history shows us that people don't stay with social networks forever. Look at AOL, MySpace, and Friendster. They get into it for a while, then they move on, and all that valuable data stops pouring in. So, for Facebook, the clock is ticking.
City of Houston Honors Comp-U-Dopt.
Houston, TX (PRWEB) May 12, 2011
Comp-U-Dopt founder and president John Osha accepted a proclamation from the City of Houston as an encouraging sign of the technology non-profit's growth and momentum in the community.
Sponsored by City Council Member Melissa Noriega, a 27-year public school educator, the proclamation was presented just days before Comp-U-Dopt provided a 1,500th Houston child with a computer.
Osha said, "All of us at Comp-U-Dopt appreciate the City's recognition, especially by Council Member Noriega, of our mission to provide refurbished computers to deserving Houston children and foster computer reuse, better environmental stewardship and community service."
In remarks before the Council, Osha said 250 million computers are in use nationally, with an average lifespan of about three years in business settings. Of those computers, he said, only 18 percent of computers are recycled properly. An estimated 68 million used computers languish in storage warehouses across the United States and millions more end up in landfills.
"At the same time," Osha said, "in every council district of Houston, countless school-age children do not have access to a computer in their home. These children are at a significant educational disadvantage. Comp-U-Dopt exists to connect the existing supply of unused or discarded corporate computers and the educational needs of underserved Houston children."
Founded in 2007, Comp-U-Dopt awards computers to children who submit essays explaining how a computer will benefit their education. Each refurbished computer comes with Linux-based educational tools such as word processing, spreadsheet, presentation, and Internet capabilities. Children who receive computers attend a two-hour "adoption" session with parents or guardians to learn software use and computer care.
Comp-U-Dopt accepts three kinds of support: 1) donations of working PCs and laptops, 2) tax-deductible financial donations which cover the costs of refurbishing and distributing the computers and related educational support, and 3) volunteers -- with or without technology expertise.
Donating computers to Comp-U-Dopt is a safe, reliable way to dispose of working computers and monitors that are not in use. Corporate, institutional and individual donors can be assured hard drives of donated computers are erased to U.S. Department of Defense standards. More information is available at http://www.compudopt.org.

Study on the Internet questions its commercial viability.
M2 PRESSWIRE-April 27, 2011-: Study on the Internet questions its commercial viability(C)1994-2011 M2 COMMUNICATIONS
RDATE:27042011
LONDON -- Study on the Internet questions its commercial viability and calls for rebalancing of economic relationships along the value chain
A.T. Kearney, the global management consultancy, has today released a report on "A Viable Future Model for the Internet", which explores the technical and commercial sustainability of the current explosive growth in traffic and services, especially video.
The report analyses investment in fixed and wireless networks required to support the dramatic increase of Internet traffic. Even without fibre roll-out to all homes and businesses, the industry will need to invest 8 billion euros p.a. above its current trend rate just to maintain current service levels and prevent the Internet choking on the rapid growth in video content. Yet those who benefit from higher traffic volumes are those who generate it (typically content sites and over the top providers) and those who consume it (typically end users), while telecommunications companies today earn almost no revenue from the incremental traffic. Incentives for more efficient usage of bandwidth and for investment in future capacity are therefore depressed by this "structural disconnect".
Mark Page, an A.T. Kearney partner and lead author of the report commented: "Recent traffic growth figures and mid-term forecasts for future growth are impressive but raise serious challenges regarding the viability of the current Internet model". Without significant improvement in price signals and investment incentives, this will put innovation at risk and have knock-on effects for those sectors which hope to launch new services dependent on high performance networks.
The report therefore analyzes four potential ways to address the imbalance: modifying customer pricing; introducing traffic dependent wholesale charges (mainly impacting over-the-top players); launching a new set of enhanced quality services over the public Internet, and offering similar enhanced quality services based on bilateral agreements between market players. The report quantifies each of these options and finds that, although all of them could contribute to make the Internet more viable, none of them alone is enough to solve the full problem. Therefore the solution is likely to be a blend of options.
Page added: "Policy makers should adopt an open and supportive approach regarding new business models which are emerging now. Some of the recent public debate has not been helpful: for instance a misguided belief that the Internet--or even fundamental principles of free speech and free enterprise--would suffer from the introduction of more balanced and rational charging. The opposite is true: without clear economic incentives, network congestion will choke off innovation and usage."
This report was commissioned by four leading European telecommunications companies (Deutsche Telekom, France Telecom-Orange, Telecom Italia and Telefonica) as an independent contribution to the policy debates currently underway about sustaining economic growth, realising the goals of the European Digital Agenda and preserving an open and competitive Internet.

MadCap Flare Selected as Top Authoring Application in Two Technical Writer Surveys.
Market Demand for MadCap Flare Surpasses Legacy Solutions as More Than 39 Percent of Surveys' Respondents Name Flare Their Authoring Application of Choice
LA JOLLA, Calif., Oct. 27 /PRNewswire/ -- MadCap Software, the leader in multi-channel content authoring and a showcase company for Microsoft Visual Studio 2005 and Microsoft XPS, today announced that MadCap Flare has been selected as the top authoring application in two new surveys of technical writers. Flare was identified as the authoring application of choice by more than 39 percent of respondents to the surveys conducted on behalf of the HAT-Matrix.com and I'd Rather Be Writing technical communications blogs. The surveys represent the first time that Flare, which debuted in March 2006, has seen higher customer use than any other competing solution--including legacy applications that have been on the market for more than a decade.
MadCap Flare is the industry's fastest growing native-XML content authoring software for single-source publishing. Flare also addresses the needs of global enterprises with full Unicode support for authoring content in any Western or Asian left-to-right language. Because all MadCap products are built on the same XML-based architecture, Flare can be used both independently and as part of a complete, seamlessly integrated documentation workflow--from authoring to collaboration, analysis, translation and publishing. MadCap customers have reported the ability to reduce their project time anywhere from 30 percent to 200 percent using Flare.
"We created MadCap Flare to revolutionize content creation and meet the demands of today's global Internet-driven communications. Now thousands of customers are recognizing the benefits of our leading-edge authoring solution for publishing state-of-the-art content in print, online, and across the Web--in their language of choice," said Anthony Olivier, MadCap co-founder and CEO. "It is very rewarding to have Flare recognized as the top authoring solution in two independent user surveys less than three years after its launch. They validate our commitment with Flare to delivering best-in-class technology and supporting customers' real-world demands."
Flare Surpasses Legacy Solutions in Surveys
The Help Authoring Tools & Techniques (HATT) survey sponsored by HAT-Matrix.com polled 590 professionals and was published October 12, 2008. In answer to the question, "Which authoring tool do you use on a regular basis?", 39.59 percent of respondents selected MadCap Flare, 33.05 percent chose Adobe FrameMaker, 26.51 percent listed Adobe RoboHelp HTML, and 12.74 percent named Author-It.
Additionally, in answer to the same survey question, 12.22 percent of HATT survey respondents reported using MadCap MadPak, the industry's only suite for single-source text and multimedia content. MadPak includes MadCap Flare, as well as MadCap Analyzer for reporting, analyzing and proactively suggesting improvements; MadCap Mimic for software simulation movies; MadCap Capture for image capture and editing; and MadCap Echo for Web 2.0 audio functions.
The I'd Rather Be Writing blog conducted a survey of documentation professionals who were asked, "Which authoring tool is right for you?" Among the 987 respondents, 46 percent selected MadCap Flare. Rounding the top five choices were Adobe RoboHelp and Adobe FrameMaker, each selected by 18 percent of respondents, and Author-IT and Microsoft Word, which were each listed by 14 percent of respondents. The survey results were published on the blog October 15, 2008.
Tom Johnson, publisher of I'd Rather Be Writing, wrote in his October 15 blog, "People can't change their toolset overnight (due to legacy documentation, training, deadlines, and other variables), but they do seem to be gradually shifting in the direction of Flare." He noted in the same blog, "MadCap is, not only a major competitor to RoboHelp, but it now seems to have an edge on it."

ON PREPS; Ever wanted everywhere; Recruiters all want Willie Mobley, and he likes them, too. All of them. Soon he'll have to pick one school.(SPORTS)
Byline: John Millea; Staff Writer
Willie Mobley was sitting on a sideline bench after football practice at Eden Prairie on Wednesday, talking about many things, including the pressure he feels from Minnesotans to play for the Gophers.
"I hear it everywhere I go," said the senior defensive lineman, who is now under the bright recruiting spotlight with the decision this week by Cretin-Derham Hall wide receiver Michael Floyd to attend Notre Dame.
Even in a silent world, Mobley hears it.
Having taken classes in American Sign Language, Mobley went on a recent class trip to the Minnesota State Academy for the Deaf in Faribault.
"It was one of the best experiences I've ever had," he said.
But you can guess what happened. As Mobley conversed with students and adults in sign language, they told him this: "You should be a Gopher."
That could happen. But nobody knows what the future holds, including the 6-2, 250-pound Mobley, who turned 18 last month. He has not taken any official visits, although that process will begin soon. He will go to Ohio State this weekend and Wisconsin a week later. He will visit the Gophers, but probably not for a while. "After the season, I think it'll be easier for [coach Tim Brewster]," Mobley said. "I just want him to focus on the season."
Don't we all. That's the kind of kid Mobley is; polite, considerate of others, doesn't say a negative thing about anybody. During our 20-minute chat, he said this about Brewster: "I love him. He's a great guy." A few minutes later he said this about Iowa coach Kirk Ferentz: "I love coach Ferentz. He's a great guy."
It won't be a surprise if Mobley's other official visits are to Iowa and Arizona. But his plans include one other location that has nothing to do with football. Mobley's mother, Roshanak (everybody calls her Roxanne) moved to the United States from Iran when she was a child and graduated from St. Louis Park High School. There are many relatives in Iran, and Mobley plans to go there in the spring. "I talk to them on the phone," he said. "They look at me on the Internet. But they don't know so much about football, so they say things like, `Oh, are you going to the NFL?'-"
Mobley, who has 26 scholarship offers, is looking at the recruiting process like a research project. He needs some data before reaching a conclusion. "I just don't have enough information on those schools yet," he said. "They have to have good academics and extra help. I want to go somewhere where I can get help. I don't want to go to college and get straight C's. I want to learn. It's not about the NFL. That's the last thing on my mind. It's nothing like, `Oh, I'm going straight to the NFL,' like a lot of these kids think."
Mobley, who is interested in studying kinesiology, has learned a few things during the recruiting process. For one, he doesn't trust anything that's posted on recruiting websites. He'll occasionally peruse them to see if friends have committed. Then he'll see his own name.
"It's like, `Oh, shoot. Am I ready to look at this?' I look at it and they misquote me."
Eden Prairie coach Mike Grant said Mobley is probably just too nice for the back-alley, rumor-mongering world of Internet recruiting sites.
"[The website] Rivals from Wisconsin calls him and asks, `What do you think about Wisconsin?' And he says, `I think it's great.' So they go with, `He's going to commit to Wisconsin,' " Grant said.
"And then they call him from Rivals in Ohio and he says, `I love Ohio State.' And he's sincere. He likes all these guys. So in Ohio they report that he's going to commit to Ohio State. He isn't close to committing."
Mobley's focus is on Eden Prairie and helping the Eagle Empire win a second consecutive Class 5A state title. The quest continues Saturday in the section semifinals against Hopkins. "You just focus on things you're doing right now instead of the future," he said. "Everything will work out."

E[acute accent]Forward-Looking Statements:
E[acute accent]This news release includes forward-looking statements that are based on certain assumptions and reflect our current expectations. Such forward-looking statements involve known and unknown risks, uncertainties and other important factors that could cause the actual results, performance or achievements of results to differ materially from any future results, performance or achievements discussed or implied by such forward-looking statements. Such risks include competitive threats from well established software companies that have significantly greater market share and resources than us, new entrants that benefit from industry trends, such as the increasing importance of Internet distribution and open source software, and from online services companies that are increasingly seeking to provide software products at little or no incremental cost to their customers to expand their Internet presence and build consumer loyalty. We rely on a small number of key strategic relationships for a significant percentage of our revenue and these relationships can be terminated at any time. In addition, our core products have been marketed for many years and the packaged software market in North America and Europe is relatively mature and characterized by modest growth. Accordingly, we must successfully complete acquisitions, penetrate new markets or increase penetration of our installed base to achieve revenue growth. These risks, uncertainties and other important factors are described in our Prospectus dated April 25, 2006, filed with the Securities and Exchange Commission pursuant to Rule 462(b) of the rules and regulations under the Securities Act of 1933. A copy of the Prospectus can be obtained on our website, or at www.sec.gov. Such risks are also included in our Canadian supplemented PREP prospectus dated April 26, 2006, available for free at http://www.sedar.com. Forward-looking statements speak only as of the date of the document in which they are made. We disclaim any obligation or undertaking to provide any updates or revisions to any forward-looking statement to reflect any change in our expectations or any change in events, conditions or circumstances on which the forward-looking statement is based.
E[acute accent]Use of Non-GAAP Measures:
E[acute accent]This news release includes certain non-GAAP financial measures, such as Adjusted EBITDA. We use these non-GAAP financial measures as supplemental indicators of our operating performance and to assist in evaluation of our liquidity. These measures do not have any standardized meanings prescribed by GAAP and therefore are unlikely to be comparable to the calculation of similar measures used by other companies, and should not be viewed as alternatives to measures of financial performance or changes in cash flows calculated in accordance with GAAP. Reconciliations of these non-GAAP financial measures are set out in the tables attached to this news release.
